Philippine authority guidelines require the affianced couple be present at the time of application. If it's only the lady who applies, it will be denied.

Philippines marriage license takes approximately 11 days to be issued AFTER personally submitting your application. Within the 11-day window, you will be required required to attend a marriage prep class (again required by the Philippine government).
